Position Overview & Specifications

To manage Purchasing Systems and to provide systems and process support to the Buying Team, Finance Department, Materials Management Staff, Goods Receiving Officers, Contracts Staff, and all other clinical and non-clinical staff involved with the purchasing of goods and services within the Trust.

To ensure the effective delivery and use of purchasing systems and processes to support Trust and departmental objectives, ensuring all decisions made in support of objectives are driven and underpinned by accurate and relevant data. To be recognised as the lead within the Trust for all data relating to the Procurement function.
Advises users and budget holders on systematic procurement policies and procedures.

To use analytical skills and qualifications to gather information and create complex reports related to Purchasing in a format accessible to a non-analytical audience and to guide this audience in the analysis of the resulting data. Using all available data sources including NHS Supply Chain systems, the Trust’s Purchase Order and Finance programs through the use of Crystal Reports, MS Excel and all other available software programs. To ensure the Trust’s e-Sourcing system is used appropriately, minimising risk to the organisation of legal challenge relating to the non-compliance with Procurement Regulations. Provide support and information to the Finance & Purchasing & Supplies Team in this area. To keep abreast of current technology and legislation within the wider environment to ensure Head and Department are aware of relevant information

The Queen Elizabeth Hospital (QEH) King’s Lynn is located near some of the most beautiful scenery in the UK, along the north Norfolk coast, and not far from Sandringham House.

We provide a comprehensive range of specialist, acute, obstetrics and community-based healthcare services to around 331,000 people across west and north Norfolk, in addition to parts of Breckland, Cambridgeshire and South Lincolnshire. We have more than 4,000 staff and volunteers, approximately 530 beds, and a helipad for air ambulances. We work with neighbouring hospitals for the provision of tertiary services, including as part of regional partnership and network models of care, such as the trauma network. Some specialist services and clinics are provided in community facilities, such as the North Cambridgeshire hospital in Wisbech.

In February 2022, the significant progress that has been made at QEH in just three years since 2019 was recognised by the Care Quality Commission who rated the Trust as ‘Good’ in all of the core services they inspected, and recommended the Trust moves out of the recovery support system (formerly special measures). We have an absolute determination to continuously improve care and services for our patients and their families.

To deliver an effective Procurement Analytical Service, focused on supporting the identification of cost savings through opportunity analysis

To maintain and develop a dashboard containing key elements of procurement data.To maintain and develop an eSourcing portal ensuring compliance with current procurement legislation.

To deputise when required in the management of the Materials Management & Receipts & Distribution teams.To provide advice on procurement data and process related queries to ensure accurate and reliable recording of data
