Position Overview & Specifications

Job Description

Pertemps are recruiting for an experienced HR Consultant, required for up to 12 months, with experience of employee relations and restructuring within local government, based in Plymouth.

As the HR Consultant you will be based within a supportive and professional team. The role is also hybrid working - with a requirement to be on site 2 to 3 days per week.

The purpose of the role is to provide a professional, high quality, responsive, solution focused, legally compliant and customer centred HR advisory/consultancy service providing HR advice and guidance on an extensive range of human resource/workforce development issues to a wide portfolio of clients, in line with service level agreements.

Key responsibilities:
  • Support and engage in the continuous improvement of the HR service.
  • Drive key elements of the People Strategy providing sound advice and direct delivery of a wide range of HR/OD activities to support the achievement of strategic council priorities and plans.
  • To manage a large, broad, and complex human resource caseload, ensuring that casework and investigation processes are streamlined and handled quickly to minimise risk and de-escalated efficiently, and in line with legislation and case law.
  • Advise and support clients with the management of organisational change proposals to ensure a robust, effective and legally compliant approach is undertaken.
  • Quickly and adeptly understand the extent of the HR issue(s) presented, and generate appropriate creative solutions, with the aim to meet customer need.
  • Liaise and develop effective communication and relationships with all HR services to effect all contractual changes to employment records (e.g. payroll, recruitment, pensions, etc).
  • Develop and maintain professional, positive and effective communications and good working relationships across the whole HR service as well as managers, elected Members, trade unions, partners and other stakeholders.
  • Use a coaching style, guide and facilitate in order to improve individual and organisational performance.
  • Identify opportunities for improvement and provide high quality and timely intervention, advice and guidance to managers on service areas, policies, projects and initiatives.

Role Requirements:
  • Member of the Chartered Institute of Personnel and Development or other relevant professional body – desirable. Skills, Knowledge & Experience:
  • Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  • Able to produce written HR documents, letters, reports and papers to a high standard.
  • Experience and knowledge of public sector pay and terms and conditions of employment, including schools and health sector.
  • Knowledge of HR practice and employment law matters.
  • Evidence of delivering successful HR outcomes.
  • Knowledge of the core principles relating to organisational change.
  • Evidence of using information, data, insight and knowledge in a structured way to facilitate options for managers/employees.
  • Experience of building and sustaining effective and credible working relationships with a wide range of stakeholders.
  • Experience of working with Trade Unions representatives.
  • Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
