Position Overview & Specifications

Following a re-structure of the brokerage function across adults the team is being brought together under one team manager, with additional capacity to support this vital function of adult social care.

The brokerage team is responsible for a range of functions including: sourcing of care agencies and residential placements, negotiation of price, ensuring the quality of care provider through desktop review, loading and corroborating care on the case management system and checking and authorising invoices.

These roles focus on the care and support needs for people with a learning disability, autism and mental health needs and require understanding of these conditions and the services that support them. We have roles at various levels to support your experience and skills and career progression.

The post holder will support the Brokerage Management Team and focus on complex and specialist Mental Health care packages within the Service. They will ensure that the department and partner organisations are supported effectively in the commissioning of Residential and Domiciliary Care across both block and spot contract care provision.

The post holder will also ensure all systems are appropriately and promptly updated. The post holder will be responsible for the effective management of bed vacancies within block care homes and support the team manager in accurate and timely bed void reporting. The post holder will ensure where possible to provide an integrated seamless approach to providing brokerage support.

This is a fantastic opportunity to work alongside a new team manager to help us strengthen and develop our brokerage function with the aim of improving the health and wellbeing of adults with long-term disabilities.

To process care referrals promptly and within agreed timeframes.

To ensure value for money is obtained within contractual arrangements when supporting the facilitation of both community-based and residential care packages; this includes benchmarking for cost against level of need as well as engagement with negotiations, uplifts and contract variation with care management, commissioning and providers.

To manage a complex and varied case load of residential placement and domiciliary care referrals for both Islington Social Services to include the effective case management of the referral ensuring suitable placements are sourced with reference to the Councils internal policies and procedures and with due regard to statutory quality assurance mechanisms and internal procedures.

To effectively identify appropriate residential care vacancies within the Block provision and with Spot Residential Care Home providers, subject to Value for Money and Quality utilising a range of assistive technology to negotiate and secure best prices.

To accurately record, broker and update associated systems promptly and in line with departmental procedure.

To support the Management Team in ensuring effective and efficient management of the Block/Spot contracted residential bed provision and the Block contracted homecare provision to reduce the risk of voids while building relationships and contacts with providers.

To provide effective support in the commissioning of Domiciliary Care packages with Block and Spot providers for Islington Social Services.

To develop a specialised knowledge of the care market for people with Mental Health and other complex needs and maintain an up-to-date working knowledge of current legislation and best practice in residential care and supported living.

To ensure accurate and prompt data updating/ processing across a wide range of Islington Council.

To carry out a range of invoice approval procedures including, invoice validation, invoice certification and approval for payment.

To assist in establishing and maintaining high quality administrative systems and utilising IT.

To maintain properly documented case files, records and client information. And prepare standard reports as required.

To undertake other duties commensurate to the grade of the post.
