Purpose of Job


The Associate is responsible for the delivery of Technical Cooperation (TC) and non-TC grant instruments within the InvestEU Guarantee Programme (“Programme”) with a focus on the Sustainable Infrastructure Banking Group. The purpose of the job is to provide pipeline management, design, active guidance to operations teams, ensure compliance with the contractual terms and pass through requirements, as well as putting in place adequate implementation and results monitoring and reporting measures. In fulfilling these objectives, the Associate liaises with the EBRD internal and external stakeholders including the EU. The Principal Manager is a team member in all projects supported by the Programme, will be supported and supervised by its Line Manager and works alongside Operation Leaders of projects benefiting from the Programme. The Associate should provide training and development opportunities to build capacity of relevant colleagues and ensure the Sustainable Infrastructure Group (SIG) is effective in meeting its needs and underlying projects.


Accountabilities & Responsibilities


Comply with the Programme internal responsibilities in line with the relevant Operations Manual (OM) as agreed internally for the purposes of the implementation Programme. The Associate will work in close cooperation with the Principal Manager, Grant Europe who will provide guidance and supervision for the implementation of the Programme. While the full details of the OM will cover each step of the preparation, implementation and reporting, in terms of key strategic responsibilities the following will be included:


  • Oversee the pipeline management process for the Programme and communicate to the EU as per the relevant legal agreements.
  • Assist with the design and structuring of projects benefiting of the Programme, and provide active guidance to Operations Leaders (OLs) on the structuring, negotiating and signing of the guarantee agreements.
  • Screen investment and TC proposals on their eligibility and take an active role in preparing applicable approval documents.
  • Ensure compliance with the contractual terms of the Programme and review internal approval documents, in particular with regard to the eligibility criteria and applicable fees.
  • Develop templates, guidelines and other support documents, which will enable efficient and delivery of Prorgramme and TCs and support marketing efforts.
  • Support roll-out of processes and procedures related to the legal agreement.
  • Ensure that legal documentation reflects all pass-through requirements as per the legal agreements;
  • Monitor implementation and results for all investments and TCs supported by the Programme. Ensure that all relevant notices, claims and other relevant documentation are processed in line with the legal requirements;
  • Liaise with the EU alongside DCF on any amendments or waivers to the relevant legal agreements. Act as an interlocutor between Banking and DCF to ensure no legal amendments are done without prior agreement of the EU where required.
  • Prepare all required reporting to donors and participates in discussions with the EU with regards to the implementation of the Programme related to SIG operations.
  • Track and support visibility activities.
  • Coordinate for SIG for verification missions or results-oriented monitoring missions between the European Commission and EBRD during the implementation of the Programme, ensuring preparatory inputs by the project OLs and effective organisation and follow-up to such meetings in a timely manner.

Knowledge, Skills, Experience & Qualifications


  • Degree in economics, finance, international development, environmental and social sciences or related discipline. Masters or post-graduate degree in relevant discipline preferred.
  • Substantial relevant experience in an international financial institution or donor organisation, including experience with banking transactions
  • Exposure to public and private sector and experience in the financial sector, working with banks and/or non-bank financial institutions would be an advantage
  • Proven project management skills including ability to manage complex network of stakeholders, sound decision making skills and problem resolution ensuring adherence to established procedures for project approvals and management
  • Previous experience of structuring and managing TC / donor funds (or similar) and projects
  • Ability to communicate effectively (informing, presenting, advising, negotiating) at different levels within the organisation as well as with external stakeholders
  • Excellent written (report writing, correspondence) and verbal communication skills
  • Excellent organisational and administrative skills
  • Proven, strong analytical skills, including the ability to interpret data
  • Completing tasks to a high degree of accuracy.
